This is Chouji from Naruto in his "Butterfly" form. These wings are part of a special attack that only Chouji's family can use. I'll post a better reference shot when I have the time.
His scarf is hand sewn.
For his hair I had to drill 60 extra holes in his head so his hair would look right.
The tops of his boots are sculpted.
He's had a full body repaint.
His symbol is his family 'crest'.
I found his wings in a craft store.
